About the instructor

Kevin Cookler advises private wireless licensees, commercial wireless providers, electric and gas utilities, wireless internet service providers, equipment manufacturers, and technology companies on regulatory, transactional, litigation, and policy matters. He represents clients before the FCC, FAA, state public utility commissions, and other agencies on spectrum policy, FCC licensing, enforcement and compliance, corporate transactions, pole attachments, tower leases, zoning, and environmental and historic preservation requirements for wireless facilities.

Most recently, Kevin helped an investor-owned utility secure FCC spectrum licenses and regulatory approvals for a large-scale mission-critical wireless network. He has also negotiated tower leases, spectrum purchase and lease agreements, and successfully advocated before the FCC on behalf of utilities and industry associations, including efforts that lowered barriers to wireless broadband deployment, secured regulatory waivers, and protected utility spectrum from adverse rule changes.

Clients value Kevin's ability to simplify complex regulatory issues, his attention to detail, and his experience with highly technical matters. His background includes a federal clerkship with the U.S. Court of Federal Claims and legal internships at the FCC in both the Common Carrier Bureau and Wireless Bureau.
